Windows 10: How do I allow all program access to all users on Windows 11?

I recently got Windows 11 and added 2 users on my notebook. Both are administrators. However, whenever I install a program on User 1's account, I am not able to see it in User 2's account and vice versa. This then means I have to install a program twice. Is there a way to just allow both users to access all programs installed? Thanks

Allow the second user to access particular programs

Hi Marisa,

It depends on the Windows build because if you use Windows 10 Home build, Microsoft doesn’t provide an option to give access to the particular programs. However if you use Windows 10 Pro build, it is possible to give access to the particular applications.

Follow the steps:

Go to the Group Policy window - scroll down to User Configuration - Administrative Templates - System

On the right pane, find the settings for Run only specific Windows applications and double click on it to find Properties.

Tap on the Enabled, then click on the Show.

When you are in the Show Contents window, tap each line in the list and type in the name of the executable you want users to be able to run.

Once done, click on ok.

Shut down Local Group Policy

 

Program Access

Any program that requires accese to a folder protected by Defender's Controlled folder access can be added to the list of apps allowed through it. Should an app be blocked it is easy to grant access, just click on 'Add an allowed app' and choose from the 'recently blocked apps' list.

Defender's Controlled Folder Access protects your user folders by default, but any folder can be added to the list of those being protected, including an external drive.

Allowing a Program Access to the Internet

A firewall is a software program or piece of hardware that helps screen out hackers, viruses, and worms that try to reach your computer over the Internet. Using Windows Firewall, you can allow programs to access the internet. To do so, creating a Firewall
Rule is required. Start the Windows Firewall settings by clicking Start and searching for Firewall. Click the Windows Firewall app and not Windows Firewall with Advanced Security. The Windows Firewall screen shows you how the firewall is configured for both
private networks and public networks. On the list of settings to the left, click “Allow an app or feature through Windows Firewall". The next view shows you a list of all the apps that are already allowed to communicate, and over what kinds of networks (private
or public). If it’s the first time you’ve opened Windows Firewall, click the Change Settings button to give yourself permissions to make changes or add new apps. You’ll only need to do this once. To add a new app to the list, click “Allow another app”. In
the Add an app window, browse for the app you want to allow network access to. Click the Network types button to specify whether you want to allow the app access on public or private networks (or both). Click Add when you’re done and that’s it. You’ve allowed
the app through your firewall–you’ll see it show up on the list of allowed apps, and it should be allowed to use internet or network-related features.
