Windows 10: How do I change my Xbox and Windows 10 devices Online Safety without an error.

When I try changing my settings for Xbox and Windows 10 devices Online Safety it keeps saying error. I'm trying to play Java Minecraft but cannot due to that error. I don't understand what to do now.
