Windows 10: How do i change the language of my settings application?

My laptop malfunctioned and it deleted all windows files. I went to the shop and they fixed it, but they also set it up in Dutch. I don't like it that way because most of my work is in English, so I switched the preferred language and display language to English UK. This however did not change the language of the setting application itself, which is still shown in Dutch. I've tried the solutions I was able to find online, but they didn't work. I've tried installing the language packs through my PowerShell, removing the Dutch language pack through regedit and PowerShell and I've tried doing a

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

I suggest you to Change settings that may block installation

There are advanced language settings that may block the download of language packs. To revert these settings to their defaults values so that you can download language packs, follow these steps:

• 
  Open Control Panel. To do this, type Control Panel in the
  Search box, and then tap or click Control Panel in the search results list.
  
• 
  Tap or click Clock, Language and Region. (If you are viewing Control Panel in icon display, select
  Language, and then go to step 4.)
  
• 
  Tap or click Language.
  
• 
  Tap or click Advanced settings.
  
• 
  Examine the Override for Windows display language and
  Override for default input method lists. Make sure that the
  Use language list (recommended) option is selected for both lists

I do understand your concern, however I suggest you to try the below steps and change the language.

• 
  Go to settings
  
• 
  Time & Language
  
• 
  Region & Language
  
• 
  Add a language. Select your desired language. That can be UK-English or US-English.
  

Make it default by clicking on it and choosing "set as default". Go to options and download language pack.
