Icons randomly change sizes.

Thanks, but they don't.

Changing the icon size between Medium & Large, was the very first thing on my list of things I've tried.

I didn't know Ctrl + Scroll worked on the desktop, but after trying that I can say that it doesn't change the size of the "broken" ones, it does however make the correct ones grow & shrink. All that happens with the "broken" ones is that the box around
them gets larger or smaller, but not the icon itself.

I suggest you to follow the steps below and check if it helps

• Go to system tray and click on all settings
• Select system, click on display
• Go to the right side of the Display segment and use the slider to
  change the size of text, apps and other items on your Windows 10

To resize the desktop icons, select all the icons on the desktop (or only the ones you want to resize), hold down the Control key and rotate the mouse wheel. All of the selected icons will resize.
