I’m sorry to say but the option to create a ‘Group’ in Mail or ‘People’ is unavailable now. I‘d recommend that you try the following workaround to check if it helps:

How to send a ‘Group’ email using the ‘People’ app:

Go to the ‘People’ app. Add the contact, find the email section and type the emails of all people in your group. Make sure you separate the email addresses with a semi-colon between each of them and no spaces. Name your group using the ‘Name’ section.

Your new group will be added to the list of contacts. When you want to send an email to your group, click the ‘Group’ and the ‘Email Personal’ section.

Select the ‘Mail’ app and click on ‘OK’. The ‘Mail’ will open all the added addresses.
