Windows 10: How do I deal with a weird jittering issue in Windows?

This started yesterday when I was still using Windows 10. Please see the video for reference.So far, I have triedRemoving the AMD graphics driver and Nvidia's driver,Updated both to the latestRolled back to previous buildsUpgrading to Windows 11Nothing worked. Even without the drivers installed, this still continues.Along with this, when I look at the lower corners of the screen, the lighting seems to be slightly flickering.I also have a Linux distro installed. I checked on that, and everything seems to work just fine. No jitter, no flickering.If possible, I would prefer not to do a clean inst

• If the issue is specific to any web-browser?
• Does the issue also occur with documents saved in your computer?

Meanwhile, I suggest you to try in “in-Private” mode and check if it helps. Here is the steps:

• 
  Open Internet Explorer.
  
• 
  Press Ctrl+Shift+P.
  

If the issue still persists, then try login in “Compatibility Mode” and check. See the steps:

• 
  Open Internet Explorer.
  
• 
  Click on Tools icon and select
  Compatibility view settings.

I tested two of the touch testing apps and interestingly in both I could not find any evidence of the touchscreen not working as it should.

• One app simply displayed the supposed position on which my fingers are and I didn't see any jitter there (just as I don't see any jitter in e.g. WhatsApp or the all apps list).
• The other app also displayed the touch coordinates over different frames while receiving input and I couldn't see any sign of jitter there, either. The values were just like I expected them to be.

I have to note, though, that both apps had a significantly higher delay till they responded to my touch input than the apps which are affected by the jitter. I don't believe that delay to be a major issue, but this leads me to believe that 1) this is probably
not a hardware issue and 2) the jittery apps might use some kind of more "raw" input that is faster but contains more "noise" which results in the glitches.

So, this is probably a software issue, afterall, and one that will hopefully be fixed by Microsoft in the not too distant future.

I might build some UWP test apps myself to further investigate this issue, but all that can really help us is Microsoft fixing the issue.

Edit: I just did test a little UWP app I created myself and it displays exactly the same issue.
