Windows 10: How do i delete file in local disc C when i cant open files and settings

Hi, kindly need ur helpi tried to use my laptop asus s510u windows 10 but it cant open settings and files > i browsing online it said i have to update the windows but its failed. So i tried to WOF driver its done but when i tried to do the ISO its said i have to clean up 8GB from the local disc c, but i cant open file kindly help? i wanto reset factory my laptop because i think all the file corrupted

Cannot delete files in Temp

There are a few files that i cant delete in
C:\Documents and Settings\1st User\Local Settings\Temp
which are ~DF567B.tmp, ~DFB71E.tmp, ~ROMFN_000007A8 and Perflib_Perfdata_7a8.dat. And some times there are a few more.
What are these files and why cant they be deleted?

 

windows 10 deleted my desktop files

Step 1 - I upgraded to Win 10 and lost all my files on Desktop.

Step 2 - Found the files in Network - USers- Desktop

copied all files again to desktop.

Step 3- Restarted my machine again and lost desktop files again.

Step 4 - As suggested did the following as listed below but dont find my files.

• Press “Windows + E”, open This PC/Computer
• Open Local Disc C, open Windows.old
• Click on Users, select your User name
• Go to desktop folder

Cant find my files. Why is Win 10 deleted files again and again from Desktop ?.

im quite sure none of them are spyware perflib perfdata is just a temp file created by windows (or maybe a program you have installed) ive had the same thing and after a while of googling found them to be harmless i think they will dissapear on there own or you can delete them when there no longer needed by the system, try a washer program and see if that gets rid of them, i used to use a trial version of window washer but havent used this in a while so dont know weather they still do a trial or wether it comes with any kind of spyware as its a trial. but a washing program usually cleans everything if its a good one.

also try booting into safemode as administrator and deleting the files.
