Windows 10: How do I disable "file download security" warning when opening an Application

I keep getting a "file download" security popup whenever I open the sims or any other application through Steam. This is super annoying, and I already went and turned off the popupssupposedly through Internet options. I do have Webroot installed, though I have completely disabled it, and this still occurs, I am not sure what to do.

In addition, what error message are you trying to get rid of?

If you mean for the "Open-File Security Warning" message, then you could use the download in step 5 of OPTION ONE in the tutorial below to disable it.
