Windows 10: How do I disable the Alt + Left Arrow Key keyboard shortcut on Windows 10?

I want to disable the shortcut, not the keys.

I've been searching for an answer for two months please someone tell me

Keyboard shortcut Alt key not working

I have no use of my hands so must use a mouthstick. With the Windows 10 keyboard shortcuts the Alt key will not work in many instances but will in others even though it's listed as working in all. It's also all over the board app to app. What I've found:
Alt - F4 works as exit on most but not all apps, Alt - left and right for navigating forward and backward in any app do not, Alt - home doesn't work in any web browser, Alt - ctrl -del doesn't etc...

I have 2 computers with the same problems. A Dell Precision M4800 laptop and a Dell OptiPlex 990 desktop. Is it Dell related?
