Windows 10: how do i download or reinstall OX components RTL>pbl which is missing from my pc

Iam running windows 7 and i keep getting errors that i am missing program files like Kernel32.kd, and then when i try to update it or download it i get an error telling me that i am missing, OXcomponents RTL.bpl what should i do reinstall windows 7 or just reinsall the missing files

Updater: Missing files components

I have the Windows Vista, i run the updater as administrator.

I always have the following message error:

" Missing files components - Critical files components are missing. Please reinstall."

After many reinstallations the same problem.

Any suggest?

Mail App Missing and then not installing

There are a lot of possibilities why your
Mail App
were missing. To isolate the issue, we have some questions for you:

  Were there any changes made before the issue occurred?
  
• 
  Have you tried running
  SFC and DISM to troubleshoot the issue?
  
• 
  What are the troubleshooting steps have you done so far?
  

In downloading
Mail App, it is possible that the
components
of the
Windows Store
were corrupted. We suggest that you
Reset
your
Windows Store
and
download
the
Mail App
again.
To Reset
the
Windows Store, just press
Windows key + R
and type
WSReset.exe. By
resetting
your
Windows Store, it will reinstall its components which will resolve any
corrupted files.

Update us on how it goes.

DVD drive missing from 'THIS PC'

Yes, I have tried uninstalling both the DVD/CD-ROM drives and the IDE ATA/ATAPI controllers from device manager and rebooting. Not sure which controllers you are suggesting are missing. Also cleaned the laser.
