Windows 10: How do I enable "Permit access by multiple users?"

So I'm trying to transfer some important files from an old laptop to my current desktop both are running Windows 10. When I bring the files onto my desktop and try to open it with its respective program, it comes back with an error reading: "This file was created on a different computer with a high security level. To share this file with another user, it needs to be re-saved on the original computer with 'permit access by multiple users' option enabled in the Set Password settings." I am a bit confused by the wording of this error and don't know where to look for the solution. I am attemptin

How do I permit access by multiple users?

I'm trying to transfer data from an old computer to a new one. I'm told I have to permit access by multiple users by enabling this option in the set password settings, but I can't even find those settings.

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.

 

Can multiple user access Bitlocker encrypted hard drive via router

I am trying to create a storage solution for multiple users working offline. Our info sec team will not permit the use of a NAS device as all storage devices must use BitLocker Encryption.

We have attempted to connect users to a router via Ethernet cables and attach a drive to the router via USB. When the drive is not encrypted this works, when the drive is encrypted users can see and access the drive but there is no prompt for BitLocker password and data remains encrypted/illegible.

Does anyone know if read/write access can be granted by BitLocker on a drive connected thru a router?

Router: AC1750 Wireless Dual Band Gigabit Router

Drives: Multiple Generic Thumb Drives

I am open to any suggestions regarding alternative ways to give multiple users read/write access to a common storage point that is encrypted via BitLocker in an offline setting.
