Windows 10: How do I enter windows recovery without power options

How do I enter windows recovery without power options. Problem,My pc recently freezing after many hours of use and I need to force shutdown it and this problem persist for almost a week.Then suddenly,after My pc freeze,I force shutdown it and turn it back on,but when windows is starting I see a word saying"Fixing c: drive" something like that,,and after it the lock screen shows up and after I login Its just black scren with mouse cursor,and i tried using ctrl+alt+delTo enter security options to find restart to doshift+restart to enter recovery mode.But it said "failed to perform power options

• Press Windows key to get the Start menu.
• Type Troubleshooting in the search box right up corner and hit enter.
• Click on Troubleshooting tab.
• Click on view all option on the upper left corner.
• Select the power options from the list.
• Click Next to run the power Troubleshooter.

Method 2: Also I suggest you to create a new power plan and check if it helps.

• Go to control panel and then click on power options.
• Then click on create new power plan.
• Change the power plan accordingly and check.
