Windows 10: How do I factory reset a windows computer without having access to the desktop or safe mode?

I believe my computer has a corrupt file that keeps causing it to crash every time I try to boot it up. When I try to turn it on, it says critical_process_died. Then opens up a blue screen with several options like factory resetting, resetting to a different start point, continue, troubleshoot, etc. I’ve tried literally every single option including the factory reset button and it just crashes.

One computer cannot access other network computers.


So I've tried every troubleshooting step I know:

• Double checked that Net Bios was enabled
• Ran a bunch of network commands:
  • flushed DNS
  • registered dns
  • pinged and located the named computers successfully
• Reset my router to factory settings

Nothing works when I try to access via explorer. I'm still baffled by the fact that every other computer can access each other AND access this computer. It's just the outgoing connection from this machine that doesn't work.

Any thoughts?

 

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

 

Boot into Safe Mode on Windows 10  


I am stuck in Safe Mode in spite of following all the suggested steps to go back to Normal Startup - Like opening file location of msconfig.exe & running as Administrator. The computer I am trying to get out of safe mode has just been updated from Windows 7.
