Windows 10: How do I find a file that is no longer in its location?

I tried to organise my USB drive into folders. I added some files from my laptop over to the drive to organise and when I did, I saw that the folders I just organised are empty.I found some of the missing files in my recents in file explorer but not everything and I can't copy them over to my desktop or the USB drive. It comes up with an error message saying:'Item not found''Could not find this item' 'This is no longer located in drive location'I checked to see if they were hidden or moved somewhere else on the laptop but it doesn't seem like they are. Not sure of anyone can help please?

Location service is greyed out

Sorry for the inconvenience caused for you, I suggest you to try the below troubleshooting steps and check If it helps.

Step 1: Steps to turn on the Location settings.

• Login as an administrator.
• Press Windows key, type Location settings and select
  Change location settings.
• Check whether Location for this device is On by clicking on
  Change.
• Also turn on Location as well.

Step 2: And as you are unable to set the service Geolocation service to automatic, I suggest you to run SFC scan and check.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Follow the below steps:

• 
  Right click on the Start button, click on
  Command Prompt (Admin).
  
• 
  Type “sfc /scannow” without the quotes and hit
  Enter.
  
• 
  After the scan, restart the computer and check for the issue.
  

Try to set the service to automatic by following the steps provided in the above post by Praveen Venugopal.

Denis and Spunk - Many thanks to both of you for helping me out of this jam I got myself into. The folder shown in this picture has a location tab. It is empty

The folder in C:\Users\owner\Downloads does not have a location tab, BUT it has all the files in it

Lastly, the Downloads folder (with blue download arrow icon) that I somehow created is still on my desktop. When I right click on it, it has no Location tab. I also navigated to it at C:\Users\owner\Desktop\Downloads - no Location tab.

- - - Updated - - - Guys, I feel that this is somehow important knowledge, but I do not know what to do with it. As I just now said the Downloads Folder shown below is empty BUT has a location tab. Its location is listed as C:\Users\ei\Desktop\Downloads\Program Downloads\VideoPad. It DOES say restore default.

So, what do you suggest I do now?
