Windows 10: How do I find out what's causing my mouse cursor to spin as a blue wheel?

It seems to happen so often now, not sure what's causing it.

I know there are workarounds to hide this behavior, but I want to find out what's causing it.

Is there something like ProcessMonitor that can display what programs cause mouse actions?

Which Windows Function controls this blue wheel behavior? Is it possible to set a debug breakpoint on it?
Maybe the offending program will show in one of the registers?

Spinning wheel next to a mouse cursor

Hi,

I bought an HP Spectre 2 weeks back. It has an 8 GB ram and 256GB SSD drive. From day 1 itself, there is a blue spinning wheel next to the mouse cursor that keeps coming sporadically. I have tried the following but to no help:

1. Ensured my mouse cursor setting is restored to default

2. Deleted temp and %temp% files

Could you please assist.

Blue spinning pin wheel, program not responding?

Should I be looking for a new entry being generated in event viewer right as the blue wheel starts spinning? How do I associate the spinning to any particular event?
