Windows 10: how do I fix 20 second delay time when I double click website icon on my desktop

Why does it take 20 seconds for my website page to download after I double click on my desktop computer. I'm getting really frustrated at the wait time. I even got the newest 24H2 repair version and still it is so slow at responding.

A 20 second delay to select 'New'

On my desktop using Windows 10 Education v.1809

After I right-click to ' open context menu', then move my pointer to 'New',

there is a 20 second delay to wait until 'Folder' shows in the sub context menu.

This is very abnormal and I need help to fix it.

 

Right-click in FExplorer or on desktop icon: 4+ second delay

I've tried Nir's Shell Extensions View and disabled every non MS extension there, one-by-one, and restarted WinExplorer after each selection. Nothing has changed. Right click anything in a FExpl window to create a shortcut, and the context menu takes four seconds (with a "Busy" cursor spinning) to open. Same with any desktop icon.

Right click on the desktop, or a systray icon, or a system desktop icon (This PC or Recycle BIn in my case), no problem.

Here's a File Explorer shot of a folder's contents. There's a folder, a .pdf, a .jpg, and a .txt file. Right-clicking on the pdf, the jpg, or the txt file gives me a context menu instantly. Right-clicking on the folder gives me a four-second delay before the context menu appears.




Now here's the context menu for the folder (left) and the one for the jpg. Do you see anything that would trigger a four-second delay in folder context menu, while the larger jpg context is instant?

 

A 20 second delay to select 'New'

I have applied all three (3) method's and after restart I am still cursed with a 20 second delay to create new folder. Also I get a failed upgrade to v1903 Earlier, another tech support suggested to me to either roll back to v1803 or upgrade to v1903. Which
is better to correct the 20 second delay?
