Windows 10: How do I fix a computer which is lagging and freezing?

Mouse makes computer lag/Freeze

So i recently upgraded my laptop that i haven't used in a while to windows 10. Then i plugged in a mouse and when i moved it, it made my computer lag/freeze. If i watched a video on chrome then if i move my mouse it would lag or freeze. If i tried to play
a game and moved my mouse it would lag/freeze. I tried using a different mouse and i also tried to change the port nothing would work. I also made sure i was on the latest drivers which i was. The problem is that whenever i move my mouse whatever im doing
would lag/freeze. If i use the trackpad on the laptop it wouldn't lag or freeze. Ive tried many ways to fix none have worked. Ive tried to reinstall windows which didnt work. I also tried to fresh start it which didnt work. I also did a bunch of commands which
didnt work.

My laptop is a HP 15 Notebook PC

Processor: Intel(R) Celeron(R) CPU N2840 @ 2.16GHz 2.16GHz

Ram: 4.00 GB

64 bit operating system

Windows 10 Home

Version: 1909

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.
