Windows 10: How do I fix a LogonUI.exe system error with a black screen before login?

My computer has been trying to force update to windows 11 from windows 10 and it eventually threw a logonUI.exe system error. I can get into winRE but it says my password is incorrect when I try to do anything. Then when I try to enter into Safe Mode from winRE it just pops up with the logonUI system error again. The reason I need to login to windows safe more is because my computer is stuck on the Black Screen before I can even login using my PIN. The only thing I can do is browse winRE. How do I fix this?
