Windows 10: How do I fix a problem my system restore created

I did a system restore. The next time I booted up I couldn't get into anything, instead it did an auto repair or attempted to I should say. That got stuck and I couldn't even use my mouse or keyboard to do the restart it asked me to. Long story short I used my repair disk to try to undo the nightmare. That failed. it said it couldn't because the system protection was disabled. I ran the net start vss, the typed in rstrui.exe /offline;D:\windows=active in the command prompt all through the recovery DVD That got me into the system restore again. This time I selected undo last restore po

Cannot Create System Restore Point Because Cannot Turn On System Protection

In Control Panel/System/System Properties/System Protection, "Available Drives," all that is listed is "Searching..." No drives are located, so no System Restore point can be established.

How to fix?

I have an extensive active thread in another area of the community dealing with the failure of this PC to install the latest Windows 10 update. Prior to executing the next suggested step to fix that problem I need to create a System Restore point, so a
solution to this issue must be found before I can move forward on the major problem.

YES, I have ALREADY run the SFC Command as Administrator and the report was that everything was A-OK.

 

Problems creating a System Restore point

Have you tried this.

To bypass the System Restore did not complete successfully error, you can try to run System Restore from Safe Mode:

1. Restart your computer and press F8 before the Windows logo appears.
2. Select Safe Mode and press Enter.
3. Once Windows is done loading, open System Restore and follow the wizard steps to continue.

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.
