Windows 10: how do i fix "Can not find script file "C:\Windows\msvcp140_2"."

The errorI have gotten this error this morning and I have already tried reinstalling Microsoft Visuals.What should I do?

to do it:

• Create the folder C:\YtCmisiZsC.
• Mark the code line below with your mouse, then press Ctrl+C to copy it.
• Press then Windows key, then Ctrl+V to paste the code line.
• Allow the file to be created.
• Type this single line: wscript.quit
• Save and close the file.

how do i fix MSVCP140_2.dll could not be found

whenever i try to run things it says MSVCP140_2.dll could not be found,MSVCP140_1.dll could not be found, and VRCRUNTIME140_1.dll could not be found and if i download these it says this application was unable to start correctly how do i fix this
