Windows 10: how do i fix my app store from saying "retry" everytime i try to download something?

So, my laptop wasn't running correctly, and I decided to reset it. When I signed back into my Microsoft account, I didn't restore any of my apps or data, so everything was wiped off. when I went into the Microsoft app store and tried to download something it just says "retry." Every time I retried it did the same thing, so I tried resetting the app. Then I tried to reinstall the app store. I've also tried restarting my laptop multiple times and I've restarted the advanced settings which also makes the laptop restart. nothing seems to work for me.

• Did you try stopping these apps and then downloading it again?

We would suggest you to try the steps mentioned in the link

• Type troubleshooting in the search
  box and hit Enter.
• Click View all from the left pane and select Windows store apps.
• Follow the on-screen instructions and check.

If the steps don't work try these steps:

Try to reset the Windows store and check.

• Press Win + R on the keyboard to open run Window.
• Type wsreset.exe to reset the Windows store cache.

• type wsreset.exe on the search bar
• Hit enter key
