Windows 10: How do I fix my frame drops?

I have been experiencing bad frame drops from 300 to 30 for a few seconds then back to 300. It has a 4060 ti and a ryzen 7 8700g and 16g of ram. It has been factory reseted by the previous owner and he even said he had the same problem. I have checked the temperatures and the games are on the lowest settings. I have optimized the pc, checked the bios and drivers and still.

What are the best ways to stop/prevent frame drops in games.

For example I have a Asus OG Strix 4gb Radeon RX470 but in games like Overwatch whenever I jump into the action my frames start to plummet
