Windows 10: How do I fix my missing icons and black screen flickering.

Hi, Today I booted up my PC to my screen Icons being missing and every time I attempt to right click or perform any sort of input my screen flickers to black and then restores itself. The only app I can access is Task Manager but any form of input isn’t registered and freezes Task Manager. I can’t open any app or settings, however settings does open in a different window but I can’t acsess it and It’s stuck on a blue screen. I was wondering if this would require a hard reset to fix on my PC or do I have any additional options to prevent me from doing so.

For all those people who face this error please find below the easiest solution for this error.

1. First of all click on the Catalyst Control Center.
   
2. Now click on ‘3D Application Settings’.
   
3. All you have to do is change the ‘Wait for Vertical Refresh’ option to ‘On, unless application specifies’.

Screen flickers and goes black

Nothing worked thing is i flickers a bit then turns black on the computer screen but doesn't flicker or go black on the monitor also when i restarted my computer and got to the home page it went black again i tried the 2 videos im trying the steps below rn
