Windows 10: How do I fix my pc getting stuck on shutting down and restarting?

every time I turn my pc off, I have to hold down the power button in order to turn it off, and if I don't it gets stuck at shutting down or restarting screen. I've tried many things but nothing is working and it is preventing me from doing required restarts and I just want it to turn off normally again.

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?

the only work around is if windows needs to restart for an update, or physically turning off the pc and turning it on again with the power button.
