Windows 10: how do i fix notskrnl.exe failed bsod and rt640x64.sys failed bsod

i recently took my computer to micro center because i was having issues with all my games crashing and they said i havd faulty ram and a faulty motherboard. i then bought new ram and a new motherboard and installed it into my computer. i boot my computer up and try to play games and they are still crashing. i then bought a new graphics card amd radeon 6800 XT and a new PSU 1300W platinum and the issue is still happening. my games were running fine for a while after the gpu and psu upgrade but then a couple of days ago my games started crashing randomly. they run perfectly fine for a couple

when I try installing windows 11 it BSOD mid-setup when it reaches “Starting Services”

Error:

DRIVER_IRQL_NOT_LESS_OR_EQUAL

What failed: rt640x64.sys

Even under volting can at times cause BSOD issues, especially on portable equipment. Though since it BSOD when set at regular that does not seem to be the case here. Though I would leave it at default while troubleshooting. Heat alone, or what generates it, can cause BSOD issues. Especially true if there is a slightly defective part (resistor, capacitor, or etc.). In fact, sporadic fails are expected as a part is failing before it totally fails.

Try a fan blowing on high onto the bottom of the laptop as a test.

Contact HP Support - you really need to do this now. See HP links above.

Run OCCT and the Stress Tests along with observation (a real key in troubleshooting hardware) to see if they point to a cause.

Use ALL the methods I have posted.

Hello, I'm Greg, here to help you with this.

That rtf64x64.ys crash pertains the Realtek Ethernet driver, so what I'd do is unplug from ethernet and use WIfi during install - even if you need to use a USB Wifi adapter.

Then after install provide the Realtek Ethernet driver from the PC or motherboard maker's Support Downloads webpage for your exact model. While there check for the latest Chipset, BIOS, Sound, Network, USB3, Bluetooth and all other drivers to compare with the version/date installled for that device in Device Manager reached by right clicking the Start Menu.
