Windows 10: How do I fix "Save As Not Responding and Freezing Program" - File Picker UI Host Culprit?

I was reviewing photos on an SD card and tried to save a photo to a folder. The 'Save As' window came up but wouldn't let me type in the name I wanted to save the photo under. The cursor was stuck in a spinning blue wheel and the 'Save As' title had Not Responding after it. I had to go to the Task Manager and 'End Task' for it. I also noted the photo viewing program I was using was also frozen; it would not let me exit out, chiming each time I tried. How do I correct File Picker UI Host is not responding.

Everytime I try to attach a file in my email, my computer freezes and I need to shut down the program.

File picker UI HOst is not responding error code

I use outlook and drop box and can't attach or upload a simple word file.

Any suggestions would be most appreciated.

whenever i try to save a file or post it somewhere, the window for that just freezes. It's called the File Picker UI Host in Task Manager.
