Windows 10: how do i fix the issues regarding my settings and windows start menu

these issues developed when I blue screened and once I restarted and came back to the desktop I noticed that my laptop was not playing any audio so I tried to fix it but it said the troubleshoot was unable to automatically fix all the issues found so the n I pressed the give feedback on troubleshoot but the it just said the troubleshooting wizard cant continue I the n tried to go to the setting but the it would not work so then I tried the windows start menu but that just told me that there was a critical error and that I would have to sign in and out to fix it and I did so but when I came bac

Settings >Personalization > Start, then click as shown by the RED square...

Start menu and settings both wont open.
