Windows 10: How do I fix very consistent ping spikes?

Whenever I use my laptop I always get ping spikes up to 3000+ every few seconds. But my other devices like Mac and phone aren't affected. I've done all of the common solutions:Reinstall drivers, Restart Router/Internet, Update windows, Reset the entire laptop, ipconfig /flushdns, Disabling wireless auto configuration and uninstalling a lot of apps. But on rare occasions its normal and doesn't spike. Also pinging my router with CMD gives me Request timed out every 8-9 pings.please help I've tried dealing with this since January.

I have followed all the steps with the windows tool and I am still getting the same ping spikes.

You could always shrink C in Disk Mgmt and Clean Install WIndows 10 in a Dual Boot to try it on that laptop: http://answers.microsoft.com/en-us/windows/wiki...

This way you can decide if you want to keep it on the PC, go back and forth, use both, or use one and keep the other in reserve. If you decide you want to keep it I'll show you how to still get a free WIndows 10 license, just skip the key during intsall.
