Windows 10: How do I fix videos constantly glitching whether viewing online or offline?

Any videos I try to play, online such as from YouTube or offline such as mp4 or any video files don't load, they just flicker between the actual frames of the video and a dark green screen. This issue has persisted for at least a month without it being solved by a troubleshooter or restarting.

Recently my laptop screen started to freckle\glitch while playing videos either on the internet or on my laptop so I followed steps suggested as to uninstall and re-install the graphics update however, it happened again not so long after I did that (1 day later) and I fixed the display and so it stopped but the videos appear to be glitched? like I could see the RGB (there is a color stroke that appears ONLY while watching videos and I tried to take a screenshot and while trying to trim the photo I found it looking normal so it's only via videos

I'm using HP ENVY Laptop - DESKTOP -LUQEG7V

That's a glitch in the phone with the video not a suggestion its just I put a suggestion to fix the glitch for recording video with the buttons down

• Did you make any specific hardware or software changes prior to this issue?
• Is the issue specific to a particular website?

Internet Explorer 11 comes with the latest version of flash player pre-installed. So, the issue may rest with the particular page having compatibility issues with the Internet Explorer or there may be an issue with the flash
player configuration settings in Internet Explorer. Hence, I would suggest you to try the following diagnostic steps to get started in the correct direction and check if the issue persists:

Method 1:

I would suggest you to try opening the page in the compatibility view and check if you are able to view the video.

Method 3:

As slightly mentioned in the Method 2, make sure that the necessary add-ons are enabled in Internet Explorer. To do this, follow these steps:

• Open Internet Explorer.
• Tap or click the Tools button
  
• In the Currently loaded add-ons list, click Run without Permissions.
• Look for the following add-ons in the list that's displayed. If any of these add-ons are listed, make sure the Status for each is listed as Enabled.
  

• Shockwave Active X Control
• Shockwave Flash Object
• Java Plug-in (may be multiple add-ons)
• QuickTime Plug-in (may be multiple add-ons)
• Windows Media Player

Having done the above steps, check if the websites are functioning properly.
