Windows 10: How do I fix WebMatrix not detecting that SMO is installed?

I am using WebMatrix to try and build my website using ASP.NET, but I can't publish my website because of this error:I have already installed the Shared Management Objects package from the SQL Server 2012 Feature pack I did install SQL Server 2012, and the required CLR Types package for server 2012, but I still get this same error. How can I fix this?

I've resisted moving from the great WebMatrix but a rebuild of my PC has prompted a change.

Following the suggestion of moving to Visual Studio Code has left me disappointed. I can't see the database content and can't install the suggested VSIX files.
