Windows 10: How do I fix when I try to turn on Windows Security because Im having problems with it and...

What happens is when I try to open Windows Security it sometimes just a White/Black Screen and sometimes when I open Windows Security it says Contact an It manager to fix or something like that so Ive looked up how to fix it and it said to do something with the Registry Editor but when I did try it, it did not work so I need some help on fixing my Windows Security because its not opening I also get a pop up notification saying windows security center is turned off but when i click on it it sends me to turn it on but it pops up with Windows Security center can't be started. So if someone can he

Are you running any other AV or did you have one running in the past? If you didn't use an uninstaller for the AV, then the remnants of it could be causing the problem. Normally any time you install an AV it disables Defender by default.

If you are getting any error codes please list those, that will be helpful in helping you.

As torre suggested, might be a good idea to do a reset or even a reinstall.

It is a performance issue on your windows 10 computer, I suggest you to refer to the following steps:

• 
  Click "Search" and type "Troubleshooting" without quotes and hit enter.

  Click “System and security”
  
• 
  Select "System maintenance"
