Windows 10: How do I get a full screen crosshair

There are many situations where I could use full screen crosshairs. Like when I am working in the Paint app I would like for the crosshairs to extend to the top and left rulers on the screen.When reading text on the screen it would be nice to have a full screen line under the current line of text I am reading.

how to get rid of the crosshair stuck on my screen

their is a red circle crosshair stuck on my screen, it won't show on screenshots, but the circle will not go away. how do it get rid of it before i factory reset my PC
