Windows 10: how do i get into my laptop when my pin doesnt work and a code hasnt been received on my...

My laptop asked me to enter my pin to access my account after entering my pin the following error message came up: "Something went wrong and your PIN isn't available code:0xd000a002 Click here to set up your PIN again."I followed the prompts to set up a new pin however when I've asked for a code to be sent I receive nothing and it doesnt allow me to update my recovery email. I have tried to reach out to Microsoft support, with no help.. I have recovered my email still not allowing me option to update recovery email without code from recovery email..

I tried steps of both links:

• #1: reset PIN code
  
  • I see no link "reset your PIN"on login page --> I can't reset it
    
• #2: change or reset windows password
  
  • My Windows account is not displayed at all on login page.
    
  • I am using a local account
    

If you have any other suggestion, I would be more than happy to try.

Windows 11 needs PIN - lost PIN & Password - Help!

To reset a forgotten PIN code, please complete these steps: (Require your phone number.)

Step 1: On the Windows 11 login screen, click “I forgot my PIN” under the PIN password box.

Step 2: Enter your user account password and then click “Sign in”.

Step 3: you need to verify your identity, choose a way to receive code and continue.

Step 4: If you choose your phone number, enter the last 4 digits of the phone number. Then click “Send code”.

Step 5: You will receive a code in seconds. Type in your received code and then click “Verify”.

Step 6: Select “Continue”.

Step 7: Type in a new PIN and type it again to confirm. Then click “OK”. The new PIN password is working now.

Received error code 0x80280013. Can't login with fingerprint and pin

When I try to login with my pin, I receive error code 0x80280013 something went wrong and your pin isn't available. When I tried to change my pin it says we weren't able to setup your PIN. You can try again, or skip this step and set up a PIN later. When I click skip for now, it sends my back to the lock screen. I'm not given any other option to sign in other than using my PIN, No option to use my password. The only way to login is using microsoft password

This problem randomly happened when lock screen engaged like sleep, hibernating, and also screen time out

i've tried deleting NGC file but then my laptop doesnt have fingerprint and pin login anymore (i've already fix that)
after i setuping pin and fingerprint again. the problem comes again. this problem start after updating windows :
