Windows 10: How do I get out of this loading screen loop?

So, I’m trying to start my Optiplex 790 Dell PC, and every time I get past the manufacturer logo, it seems to be always stuck on the Windows 10 loading screen and does absolutely nothing. Of course, I try to force it to shut down , but the next time it starts, it’s the same loading screen and it says “Preparing Automatic Repair,” cuts to black, and the only thing I can do is move my cursor without the screen doing anything. So, I shut it down again, and it does the same two things every single time. I can’t even boot it up in Safe mode because I can’t access any troubleshooting menus. What do

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.

Recent update looping

The most recent update was trying to load. Now it's frozen on step 3 of 3 at 0% loaded . It just keeps looping back to that screen after it shuts down. Tried F8 and choose different options but keeps looping back to same screen
