Windows 10: How do I get the 'start' button on Sims 1 Windows 11 to work?

I have a Windows 11 computer, and a Sims 1 disc that was bought years ago. I also own Sims Unleashed, but I don't really care about sorting that one out at the moment. I was excited to play it so I found the disc, scavenged for the batch code we had saved on the computer for future reference, then opened the game. The options showed on the screen, and the weird music played, so I gathered that it had opened correctly. But, when I clicked the 'play' button, the mouse pointer showed the sand timer loading symbol, then just stopped. I looked at online ways to resolve common Windows 11 Sims 1 prob

What steps should be taken to diagnose a Windows 10 start button not working?

 

Start Button displaying but not working


The start button was working until there was a forced reboot (power failure). Then left click (normal click) over the start button does absolutely nothing. Right click brings up a menu but "programs" and also "settings" are missing and not included on this list. Search or Task View buttons do not work either with "normal" click. Does anyone have any suggestion or fixes?
