how do I know if there is a hardware problem?

I have a dell inspiron i5.7th Gen.It's been about 2 years now. Worked well a while ago. It made a strange noise. So I shut it down. After that it will not turn on. I tried again after a while. But it will not turn on. It was well charged. I did a google search and did everything I could. I removed the ac adopter, removed the battery and held the power button for 30 seconds, but it didn't work. What can I do, please tell me.

    Thanks

    :)

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
    a. Boot to a command prompt (Did you?)
    b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
