Windows 10: how do i know that the old security certs were removed when I wiped my windows 10 out and...

Greetings,I wiped out my Windows 10 PC due to all of my information being hacked; my email, passwords, icloud info, google accounts, outlook, Itunes, my iphone, my android, my tablets...you get the idea, and my question is this:How can I be sure that this person is not STILL able to receive all of my data again. They were obtaining my info remotely- I found this out through the Events area under System management. I did a Fresh Start on my HP desktop, but I am still using the same internet and WIFI that they have access to. So will they be able to access through the old Security Certificat

Re-using old drives, how to wipe and re-use

Hello All,

I am building a new PC, everything is new except I am keeping my old ssd and hdd. Windows 10 is currently installed on my ssd. Before I transfer everything over and do a fresh windows 11 install, the plan was to

• backup and save data on a usb,
  
• then deactivate windows,
  
• then wipe the drives.
  

I plan on re-using the windows 10 key for another pc I have that I am building for a family member. Is this the steps I need to do or is there an easier way/ steps I am missing?
