Windows 10: How do I launch the SCOOBE "let's finish setting up your device" program

How do I intentionally launch the Windows 10 Second Chance Out of the Box experience "let's finish setting up your device" program?I accidentally clicked through this too fast and hit some setting without even seeing what it was, but I can't find any way to relaunch it so I can "do it over" again. I have found a bazillion posts about disabling this on the internet but nothing about how to start it on purpose. It just randomly popped up a few days ago but I don't know why my PC last installed windows updates on the 14th of June, and the SCOOBE popped up on July 7th.

Startup programs not launching on startup

Replying to Brink none of that works here is why-
Step 1- No items listed in startup on task manager as stated.
Step 2- I dont have shell:Startup on the pc as it cannot be located
Step 3- I dont understand that option also the startup folder cannot be found
Step 4- No apps showing under startup on settings
Step 5- Dont have access to advanced options at all for any apps
Step 6- Doesn't work.

@dalchina, Will try the program now and no I have no suitable restore points and also nothing that I am aware of has been updated besides for Windows Updates but nothing major. WIll respond once I try the program.

If you're having issue launching Settings from Start menu, we highly suggest performing the troubleshooting steps posted by Rohit Siddegowda in this
thread. Lots of Community user found his suggestions helpful.

What is scoobe-knockout-helpers.js?

File path:

C:\Windows\SystemApps\Microsoft.Windows.CloudExperienceHost_cw5n1h2txyewy\webapps\scoobe\js\common

Sounds illegitimate and suspicious and truthfully I don't need any cloud applications at all on any device. Should I delete this? What does it do?
