Windows 10: How do I make sure this error message stop coming up on my desktop when I I boot my pc

this message comes up on my screen everytime I boot my pc, how do I get it off never to come back again

Network PC Win10 1903 issue Error Code 0x80070035

i followed these steps, but no matter what, i couldnt stop network list services.

"windows could not stop the network list service on local computer. error 1061: the service cannot accept control messages at this time".

also, which pc am i meant to be running this fix on? both PC's reported error 1061.

 

All in One PC stopped working, only desktop background comes on

Right now only the desktop screen with the icons and background picture comes on along with the cursor.
I can move the cursor around, but if I click on an icon nothing happens.
It is the same when I plug in the external HD with my backup documents, all the folders come up, but none will open.
Previously about a year ago, my internal wireless card stopped working and a Computer shop installed the UBS wireless card.
I am totally inept with computer related problems and due to some dyslexia I got after my accident I have a difficult time Following written instructions.
I did create a image file with Macrium on a new external drive, but I am not sure if I did it correctly.
It does show an image file when I plug it in.
I am going to borrow a wired key board and follow your instructions again and then post the results.

PS I did all the previous steps suggested by all responders.

OK, I did unplug my PC, connected a wired mouse and key board.
Then I reinitialized the modem (it is one of those rectangle about 10 inches high from Shaw.com (Equipment Guide for Shaw's Cisco DPC 3848V Wireless Modem)
After starting my PC, the results were exactly as described before.
