so here's the dealback in the pre-windows 7 days large portions of windows users simply did not ever have broadband, and some did not even have ADSL as they lived in an area with lines too old to allow it, so with manual and painfully limited connections of dial-up people simply had to prioritize the content over updates, and microsoft never offered SPU discs for limited connection users to update without internet, so you literally cannot use that to determine why people didn't update, so lets look at win7/8 erapeople in this era STARTED to run vista/7/8but who liked vista when xp still worke

But if you're referring to the automatic updating options you had in Win8.1, Win7 and earlier (e.g., "Download but Notify" & "Notify Only"), they're no longer available in Win10 Home edition.
