Windows 10: How do I move the Pictures folder from OneDrive to my C:\Users\Username

Why is Windows 10 saving my Pictures in OneDrive under the Pictures folder? Why doesn't it save my Pictures in my C:\Users\Username\Pictures folder? I have a 1TB hard drive and OneDrive is complaining that I'm out of space because OneDrive only gives me 15GB. I'm so confused how Windows treats the Pictures folder in C:\Users\Username and the one in OneDrive. I tried to move the location of the OneDrive folder from C:\Users\Username\OneDrive\Pictures to C:\Users\Username\Pictures, but got the error message below. I have no idea what this is saying. Can someone translate this to English???Also,

How to change locations of Documents or Pictures to C:\Users\username\Documents or Pictures

In my new computer setup, Windows 10 set up the folders Documents and Pictures under "This PC" to C:\Users\username\OneDrive\Documents and C:\Users\username\OneDrive\Pictures. I want to set up these folders to C:\Users\username\Documents and C:\Users\username\Pictures.
I tried to change location through folder properties\location\restore default. But windows did not allow me to do it, showing an error message "Can't move the folder because there is a folder in the same location that can't be redirected. Access is denied".
How do I change the folders of Documents (Pictures) under "This PC" to
C:\Users\username\Documents (Pictures)? Thanks.

What is the difference (content) between the folders Documents, Pictures, etc. in c:\Users\[username] and same named folders under c:\Users\[username]\OneDrive? Why aren't the contents the same?

 

folder structure of /users/... and relation to OneDrive

Some new installations of Windows 10 do not have folder in the /users/%username%/ folder or have only 1 or a few of the standard structure of 'backups, desktop, documents, downloads, pictures, music, video'. but the OneDrive folder structure is complete
for more so. The OneDrive/documents is populated with files, but the c:/users/documents/ has no files, The 'Quick Access' list is compete and properly populated. Shall I generate the file structure in the /users/%username%/ folder? Any good articles?
