How do I PERMANENTLY STOP Service Host: Network Service

i have HAD ENOUGH. without windows changing my DAMN SETTINGS all the time, i now cannot do ANYTHING because of network service using ALL of my bandwith. my windows updates are OFF for the next 31 days, BITS is OFF, and delivery optimisation is ALSO off. EVERY "answer" i have tried to get rid of this GOD FORSAKEN service has FAILED. I AM DONE. someone, please give me an ACTUAL solution other than binning windows and moving back to mac or trying linux.

    :)

Windows 10 "Service Host: Local Service (No Network)" drains CPU constantly

I've had this problem for at least several months.
I noticed a lot of threads without a happy ending:

    1. High CPU Usage from "Service Host: Local Service [...]
    2. Service Host: Local Service (No Network) (3) and Service Host: Internet Connection Sharing (ICS) causing High CPU
    3. svchost.exe Service Host: Local Service (No Network) - Permanent CPU usage
    4. service host: Local Service (No Network) (5) taking up all my CPU resources (i5-4690k)

And I did try all the suggestions made in these threads including:

    1. Updating the windows to the latest version
    2. Troubleshoot network, update, etc
    3. killing all other software, changing MSISUPPORTED of my SSD disk in regedit etc.

One thing I noticed is that the problem disappears in safemode.

  3. HOST NETWORK SERVICE

I cannot find Host Network Service on Windows Services, why is that? How can I connect to Host Network Service?

How do I PERMANENTLY STOP Service Host: Network Service

Windows update and Service host process

    Hi.

    Can anyone tell me:

    • Why is the process 'Service host: Network Service, Delivery Optimization' running constantly 24/7, hogging 30% of processing power and how do I stop it?

    And

    • Is this somehow linked to the fact that neither windows 10 update or its trouble shooter appear to be working? windows 10 appears to be permanently checking for updates.

I'm Running a brand new HP laptop, i5 processor and 8Gb Ram with windows 10 64bit (1903). This has only started happening in the last week or so

    Thanks

    Wurze
