Windows 10: How do I recover my files?

Dear Sir/MadamI deleted some file off my C drive by accident and they have been permanently deleted. This has caused many things to go wrong such as icons in the taskbar not showing up and being functionable. My file history was turned off so I can't restore the files that way. I have turned my computer off since I deleted the files. Is there any way of restoring these files as they are very important and many files were deleted. If anyone can provide any advice it would be greatly appreciated.

Recover files from Flash drive

Does not work on a windows pc which is what the OP probably intended

windows by default does not have HFS and HFS+ based hard drives.
Able to perform retrieval on both HFS and HFS+ based hard drives. and so will not work with windows
