Windows 10: How do I recover my PC from attempting repairs loop?

My Windows 10 PC is stuck in an attempting automatic repairs loop, where it attempts to repair it and then tells me my PC did not start correctly and asks if I want to restart. Restarting does nothing.I've tried the chkdsk command, and it goes through and checks my files before giving me an error. Resetting my PC also does not work. I tried plugging in a completely different hard drive and still got the attempting automatic repairs loop. I have no idea what to do.

Appreciate your assistance.

Have attempted your instructions however the windows logo does not appear at any stage in the loop. The loop goes:-

Option ROM

Dell logo

The pc makes a flickering noise

Attempting to recover

Restoring your previous version

The loop then continues.

I attempted the rebooting with the Dell logo with no effect.

Any more suggestions?

As an initial step to get back into the normal Windows screen, we suggest that you perform a
Startup repair. The repair will attempt to fix any broken components/files which may prevent your device from booting properly. To do this, follow the steps below:

• On theAutomatic Repair screen, select Advanced options.
• Select Troubleshoot.
• Select Advanced options.
• Select Startup Repair.
