Windows 10: How do I recover my sign in screen

I deleted my ngc folder in the hopes it would fix my problem but it caused more harm then good ..now when my dell latitude 3189 boots up is gets to the date and time lock screen but when you swipe up it's just a blue screen no password or sign in option only power and accessibility icons

Recover your username result screen won’t let me sign-in. Windows 10

When I opened my laptop today, I was shown a list of new things I could do with Windows 10. When I tried to go past that, I was asked to sign in. A screen said i needed be sure I was using the correct username. I had a text sent to me with email address confirmation code which I entered on online screen.
A screen now says
Microsoft
Recover your username

Xxx xxx xxxx (my phone number) is associated with the following username:

My correct email address is listed under that.

The Sign-in button below that on the right is grayed out and won’t let me sign in. I have shut down and restarted my computer and also waited an hour.

How can I get my computer to let me sign in?

Step 2b is labeled as Change the Login Screen Image, but the steps show you how to change the Lock Screen image. Step 2a is irrelevant. It only tells you how to change the desktop background.

What I want to do:
Set Spotlight as the LOCK Screen Image(s) - Done
Set the Win 10 Hero Image as the SIGN IN Screen Image - This is the one that shows after you click on the lock screen and you are able to type your password. If I uncheck "Show Lock Screen Image on Sign In Screen", it shows a solid blue background behind my Password box and user image. This is what I want to change to the Hero Image....
