Windows 10: How do I regain read-write access for files and folders on a HDD?

I have a number of HDDs that I wish to copy files from and place them on other drives. I cannot do this as the files and directories claim that they are read only and any attempt to add permissions for 'EVERYONE' or any other designation, seems to go well until the saved permissions are exercised... At that time the files are found once again to be read only. How can I gain read-write access for such files to enable their use and movement? Thank you.

Slow HDD read and write speeds

• Are you using an external HDD or internal HDD?
  
• Are you getting the read and write speed issue on any particular application?
  

However, you can Disk Defragment on your computer to optimize the drive. To run Disk Defragment please follow the steps from the article

Alternatively, you can check for the read and write speed of the HDD in task manager. Please follow the steps mentioned below to check the read and write speed of the hard drive:

1. Press Ctrl + Shift + Esc key together on the keyboard.
   
2. Click on Performance tab.
   
3. Click on Disk 0.
   
4. You will find the Read speed and
   Write speed at the bottom of the window.

When you share files or folders, they are not as protected as they are when you do not share them. You can put the files you want to share in the Shared Documents folder. Files stored in the Shared Documents folder or its subfolders are always available to other users on your computer.
