Windows 10: How do I repair event ID 7023 in Windows 10?

Windows 10 crashes on event id 7023

I am crashing black screen at least once per day.

The event viewer shows:

The Connected Devices Service service terminated with the following unspecified error

Id 7023

What is causing this?

Moved from: Windows / Windows 10 / Windows settings

 

Event IDs 10016, 1014, and 7023

So, still getting 7023 errors in the system event log saying that Software Protection has terminated because it cannot create a file when that file already exists. These coincide with an error in the applications event log with event ID 1001 and the description
"The Software Protection service failed to start. 0x800700B7

10.0.18362.418"

If I go into the services manager and try to force start SPP, it throws up error 183 - once again, that it cannot create a file when that file already exists.

I also cannot activate windows (it had originally been activated with a digital license, prior to reinstallation) and the activation troubleshooter is not working with error code 0x80004005.

Encounter Event ID 7023 & 10010 errors.
