Windows 10: How do I report a bug online?

So basically yesterday i noticed my laptop was often making USB disconnecting and reconnecting sounds for no reason, I searched that bug on Youtube and I saw other people have the same bug too. I tried everything to make it stop, but I was unsuccesful. Please, if anyone knows the solution, I need to know it. This bug is very annoying, because it doesn't matter if you watch Youtube or play some games, it never stops... And I absoulutely don't know how to report a Microsoft bug so I hope I get a respond from this message. By the way, I don't know why but the app to report the bugs just doesn't w

unfortunately there is no publicly accessible way to report a bug. One may only sent feedback.

But few of us have access to bug reports so it is possible to enter bug if you'll clearly describe a step-by-step bug reproducing.

I'm very sorry for disappointing you, but there are no any bonus for bug reporting now, and moreover, Microsoft does not consider video as bug reporting. Bug report should have a detailed step-by-step instruction how to reproduce this bug for sure.

Could it be the problem is related with some your software or hardware?

Please describe the step-by-step instructions. If you have memory dumps, please share them to OneDrive for analysis.

P.S. If you'll report some critical bug in the kernel, I suppose you may receive some software as a gift.
