Windows 10: How do I set a local user to default to a specific network?

At my business, I have multiple networks. One I use for unfettered access to the entire network and another I use for internet access only. I would like a local user on my desktop to default to the internet access WIFI network, while the my admin account defaults to the unfettered LAN network. I tried disabling the LAN in the adapter settings on one account but when I signed out, it carried over the network settings to the other account and vise versa. I know I am basically describing a domain controller but I'm wondering if there is a quick an easy way for a small business to set this up without having to set up a domain controller.

Setting "Everyone" in File Sharing to Work with Specific Users

Already did the steps you suggested. It's some kind of bug where it's impossible to set a default browser at all.

I heard elsewhere from one other user that it seems to be a problem with upgrading to 10 on the SP3. Sounds very specifc.
