Windows 10: How do I set up an account in Microsoft on a new computer?

I needed a code to sign in at the beginning. I needed to have an email sent to my sister because she has texting, I don't. The system automatically set up with her name & email address. I managed to change the name to mine, but I can't change the email. I tried to remove her email address as the primary alias, I created an outlook account and kept having the instruction not sent to outlook, but the email never came through, 3 times. I can't even find help w/out having to sign in. Please help! Thank you.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

I suggest you to follow the steps provided below and check if it helps.

• In the search box on the taskbar, type settings and select Settings.
• Select ' Accounts'> 'Other user accounts'.
• Under ' Manage other accounts', select 'Add an account'.
• At the bottom of the page, select 'Sign in without a Microsoft account'.
• Select 'Local account'.
• Enter a name for the new account. If you want this person to sign in with a password, enter and verify the password, add a password hint, and then select Next.
• Select Finish.

Now, you can remove the Microsoft account which you have created on the computer. However, if you need to download the apps form Windows Store then you may need Microsoft account.

It depends on what you are wanting this for.

Windows requires you to have either a local account or Microsoft account on the PC to be able to sign in and use Windows 10.

If you wanted to set this up without an account so whoever gets the PC can finish setting up Windows 10 with their own account, then you could do the tip under step 17 in the tutorial below for this.

If you just wanted to set up a local account instead of Microsoft account on the PC, then you could use step 24 in the tutorial below when you reach step 22.
